Yes. Catching is allowed in NADD version at least, other organizations may differ.
We find that it encourages the dogs to jump further if they think they can catch it. And if they do, it is more exciting for the spectators. So we always let them catch one or two at events.
The perfect toss would actually about 6" above and in front of the dogs nose..

We have two terriers - a West Highland "Westie" and a Cairn - think Toto in the land of Oz. Riding on the console between the front seats is their favorite spot when traveling.
