I run a reasonably priced OBD link MX+ and it works great with all my vehicles and also monitors live data on all sensors. It also works with alfaobd if you get into that down the road.

Maybe I’m just lucky but I’ve been driving diesels since 2002 almost exclusively and have never had a bad tank of fuel and I’ve been at some pretty grimy stations and usually buy whatever’s cheapest on GasBuddy app. Don’t overthink it.
I’m not there so it’s hard to tell by a video. Could be the fan shroud projecting the noise that way. I think if your turbo sounded like that your motor would have ate most the compressor wheel by now and would have set a related underboost code.
Sounds like you got a bad pulley. Try pulling the serpentine belt off and run it again. You can spin pulleys by hand and see which one is giving you the noise.
