No, not that I'm aware. Where were you testing it? On hard ground (bitumen) or soft dirt etc? If it was on hard ground you were probably getting diff bind. This happens because when rolling distance between the wheels is different when turning and on hard ground can't "slip" to account for it...
If you need to work out the circumference it's a matter of multiplying your tire diameter by pi. I.E. 38"x3.14.. =119.38"
Then multiply that by 25.4 to get it in mm. =3032.25mm
But I would recommend that you actually measure the diameter of your tire to make sure you have that exact. And then...

Looking at your switches and off of what you said the light bar circuits will be powered (from your switch) by the white (positive)/black (negative) and blue (positive)/black (negative). The black will be a common between the two circuits hence only the one wire.
