I believe this is the truck sensing the key fob. My 2021 does the same thing, until I slip my fob into its aluminum case. Yes, I'm one of those that keeps my key in a faraday case :)

I get right at 600 mpg of DEF usage when not pulling. Pulling a 5th wheel, I get right at 300 mpg. This is a 2021 3500 SB with the H.O.
I can get you the exact figures, but these are within a few miles per gallon of the hand calculated use.
I ordered a new truck in 2004 with the H.O. diesel. My batteries lasted 17 years in that truck! I only replaced them because i thought the motor was beginning to turn over a bit slower than normal when cold starting. I can only hope I get half that out of my 2021!
The oil filter is nowhere near the firewall. I have seen some that make a small notch in the plastic inner fender, on the passenger side, to allow a little more access to the filter. It isn't really needed though.
