What is the deal with off brand filters? Good or bad?

German is only the TUV certificate. TUV is a technical inspection organization which is checking if your car is roadworthy and safe to operate. They also check industrial equipment and factories if they are up to a safe standard. I do not believe that they are able or interested to test if the filter is of good quality. That is up to the engine or vehicle manufacturer to test the quality of the components and if the engine is happy.
I would agree with the China crap statement above, also you get what you pay for, learned that when I was a teenager and nowadays I usually buy the most expensive stuff for that reason.

Made up BS Chicom names.

They claim TUV certification. ANYTHING sold in Germany has to carry this cert. That claim is also probably BS.
