I have a 2021 Ram 2500 diesel Laramie crew cab long bed. Can I tune it and put bags on the rear end for it to be able to pull a fifth wheel with a loaded weight rating of 18,350 lbs and a hitch weight of 2,950 lbs?

Better look at your payload sticker on your driver door. You’ll be well over payload capacity. Will the Cummins pull it? Without a doubt.

Can you? Maybe. Will you be over the GCWR and payload for your truck, absolutely.

Correct I have no doubt about that. That’s y I was gonna put a 7k lb airbag system on the rear

5k is plenty your tires cant even handle 7k….

The cummins will pull that stock (i have pulled 20k stock) a tune will only burn things out faster. When i pull i set my tuner to the lowest setting….

In the stock system your tires are the weakest point so keep your tire weights right and it should be fine. Lots will say it cant be done but in reality it can just take it easy. The real question is what is the true pin weight as that seems far too light

As others have said, the cummins doesn't really need a power boost, however the payload is where you're going to get a lot of conflicting information and opinions. However, with my 6.7 2500 I'm in the camp of:

If you don't get the meme, I ignore the artificially lowered GVWR. I make sure I stay within the axle ratings, bagged my truck for added stability, and I drive like a reasonable adult hauling a trailer, not like a hardcore cummins fanboy.
