Knocking behind dash

Wondering if it is normal for a knocking/slapping noise in the area just behind the start switch area just after a start. It usually is about to knocks, sounds almost like a noisy relay, and or something rotating. This is on a new '19 3500 Cummins with the keyless start. I stopped by the dealer, but the service advisor is strong with the clueless force.

I think it could be the HVAC doors moving around. I know after shut down they will make noises while closing. My 12 does that so I got used to not paying attention. Someone will probably have a more definitive answer.

Or... a malfunctioning HVAC door? Even in normal operation, the noise these systems make can vary from vehicle to vehicle even though the system is the same.

Thanks for the responses so far. It sounds like something rotating, that has an extra piece of material sticking out of it, like an undercut zip tie, that is whacking another object. I need to get under the dash and see if I can see what it may be. Really don't want to go to the dealer for this if possible.
