People tell me that it is normal for a RAM2500 truck to emit copious amounts of black smoke when accelerating. Is it true?

Old 12V, p-pumped, tuned/deleted (bad tune) perhaps yes, though define "copious."

That image doesn't scream "copious" to me. i.e. "Rolling coal." Looks fairly normal for an older Cummins Ram. That's an 01 with a VP44 pump (1998.5-2002) so not really even a great platform for tuning.

This is copious/rolling coal: (and IMHO frankly stupid and partly why we have stricter emissions and "anti-coal rolling" laws everywhere now.)

What exactly is it you're looking to determine?

There are no mandatory emission requirements in Hawaii.
"Currently, there are no vehicle emissions test requirements in the state of Hawaii. "

Furthermore:
"The air quality of Hawaii is some of the cleanest in the U.S. Honolulu is constantly ranked among one of the cities with the least ozone air pollution nationally."
