I believe with the iPhone 11, most new ones. At least my last 2 Samsung's have had it.
My 4 year old Moto Z3 was supposed to be "capable", but the parts to do so were never available for purchase once I purchased my phone.

thankfully it will still work with car play. I use voice to text about 50 times a day for work while driving. I dont know how I could travel and communicate with my employees that only seem to text me otherwise.
