Trailer outlet won't stay in

The 4/7 pin outlet keeps popping out of the bumper. Both silver metal tabs are still on the sides of the outlet, but when I push the outlet back into the bumper it never "clicks" and holds. What's up with this? Anybody else seen this issue?
 
I inspected it more closely today. I'm 98% certain there are tabs that are broken on the plastic trim panel that covers the bumper. Essentially the key-shaped hole that the 4/7-pin connector slides into has been sheared off, and so the two silver metal tabs have nothing to lock onto anymore.

I'll tell ya'...in 22 months time the previous owner was ROUGH on this poor truck.

So I used two small screws and secured it to the plastic bumper cover. Then sealed around it with RTV. It'll be fine until I replace the bumper with a new one (due to a large dent in the chrome part of the bumper) one day.
