I believe a 295-70 is a 35” tire. I don’t remember where, but i watched a Utube where it was proved a 35” tall will fit on a stock suspension.
In response to diameter question, here are OE Tire specs and the available Cooper Discoverer AT3XLT specs for comparison. As you might notiice there is some minor variation in OD for same size - this is not unusual. It is also worth noting these are at full tread depth. (note tread depth in 32nds of an inch) The dimensions below are typical for highway and moderate AT tires. MT and Extreme Off Road Tires may have slightly deeper tread and possibly slightly larger diameters when new. If you have a specific tire in question, generally you can go to Manufacturer's website and fine data for a specific tire.

Dimensions are more or less typical for Highway and moderate AT tires regardless of brand. I am NOT advocating Coopers per se - but there has been some interest in them so might as well use their data

Dimensions in table should be inflated on specified rim width - uninflated dimensions would make no sense. LT295/70R18 34.25" OD and 12 inch section width on 8.5 inch rim. (Note for every inch change in wheel width, section width will change by roughly 1/2 inch, and overall diameter of a steel belted radial may change a small, but probably undetectable amount.)

In my mind, the vendor tables should be best info as to inflated OD. So I would say 34.25 or roughly an inch larger diameter than OE - or half that on radius which is the dimension affecting clearance. Note also if you change wheel width and especially offset there may be other rub issues just as serious.

Thanks for the reply. My OEM firestone transforce at, 275/70/18 are 33.2" on the chart but measure 32.5" on truck with 70 psi.
Not sure how you are measuring on truck. As you probably know, the tire will squat a bit under load. There is another dimension called the Static Loaded Radius that used to be a commonly tabulated number but I have not seen for a while. It is the measurement from center of wheel to ground as mounted on a vehicle under a given load at a given pressure. I found some 10 year old data and tyipcally the SLR is about an inch less than 1/2 the diameter. So measuring from ground to top of tire will be off about an inch from true diameter.
Measuring left to right is possible, but getting measuring device exactly perpendicular to face of tire AND getting a true diameter dimension thru centerline of hub is a challenge. There is a special tool for this measurement which is again done off the vehicle.
Best option is to measure circumference of mounted tire off vehicle and divide by 3.14 as it is next to impossible to directly measure diameter accurately. Even there, you have to keep tape in center of tread.

70 is the aspect ratio.... or the percent of the 295mm width that is the sidewall height. We already did the math on the 295÷25.4=11.61, so now we just take that 11.61×0.70 = 8.13"

So now we know that from bead to tread surface it is 8.13", and we know that this is doubled because we look at a tire on the car and see tread on the road to the bottom of the wheel, then we see again top of the wheel to the top of the tread surface.

So 8.13×2= 16.26" and we add the wheel diameter that is 18" in this case, 34.25"

So it's a 34.25"-11.6" tire before the weight of the vehicle is applied and the bottom of the tire flattens out due to bearing load.

Exactly - but actual tires may not precisely match sidewall dimensions - and actual section width will vary with wheel width - about 1/2 inch change in section width for every 1 inch wheel width - and lastly, dimensions of actual tires may vary by manufacturer and tire model.

In the case of the Cooper Discoverer AT3XLT LT295/70R18, manufacturer data says 34.25 OD (exactly per your calculation) but with a 12 inch section width on an 8.5 inch rim (acceptable rims 7.5-10 in) and tread width of 9.41 in (a dimension that cant be calculated by sidewall dimensions). Wider treads of Extreme Off Road tires and Wheel Offsets may also affect clearance at steering lock.

And as you correctly noted the tire will squat when mounted on ground with weight of truck, amount will depend on load, but typically on this size truck tire an inch or so.

And finally, as I noted somewhere else, its the radius, not the diameter that affects clearance - going from a 33.2 inch tire to a 34.25 inch tire is only 1/2 inch difference on clearance.
 
And offset often has more to do with rubbing than folks want to admit. As the wheel is pushed out, the swing arc or scrub radius is increased. This means that while turning the steering wheel, the tire doesn't sit and rotate in place, instead the tire is swinging a radial arc out past the ball joint center line. If you have a wheel centered on the lower ball joint, you would rotate the steering wheel and the tire would scrub radially on the center of the contract patch and not move forward or backwards.

Wheel spacers and manufactured offset backspace cause the increased scrub radius that causes added tire wear and clearance issues as well as increased steering effort at very low speeds. It also lowers the service life of unit bearings, steering joints and ball joints due to added stress.
