It's tacky for a bit like maybe 8 hours or so. Once it dries it has a rubberized feel to it, but not tacky. When I sprayed it I didn't give the inner wheel wells a proper scub so it kind of encased some dirt around that area, but I don't really mind it. I tried to hit every area of metal in the undercarriage that typically rusts and fasteners too that aren't coated such as under the running boards. I didn't spend too much time like I said, just spot sprayed. Rust will find its way anywhere but at least if I can mitigate it I'm fine with that.
