One local dealer tried that with the wiper recall on my 19 i called them out on it and they were pretty much willing to do anything for me not to call FCA about it

There's no way they could do the Y43 recall without the part. If they installed the related PCM flash, it would be puking codes.

As to the heater grid relay, that looks to be the OE (faulty) part number.
