Rambox Tie Down Rails

I have the Rambox on my 2020 HD and it has tie down rails.

My question is what is the lower lip on the rail that only runs partway down the length of the rail (see picture). It’s about two feet shorter than the rail (1’ short of each end).

It's for blocking the use of it as a standard t-rail :-)

Factory tonneau cover rests on it. If you do want to use it for mounting something up against it with t-nuts, they made it very difficult to do that. So I tried to help with that with a spacer I designed. STL for it is on Makerworld, if you don't want to try printing it yourself I have them available here, I'll print and ship them to you.
