It states that not all 49 state compliant vehicles are California compliant, which means that if you do buy something with less than 7,500 miles on it, you need to check that it is California compliant, not just fed compliant.
That should be what the smog is for. If it gets through smog, you should be golden. The larger, global manufacturers havent made "49 state" vehicles for a LONG time.
