They are.
I haven't seen the front diff vent on the pw, but on my dually there is a 'stubby' vent on the front differential. I personally wouldn't take that thing in water higher than bottom of the axle tubes... My wife's gladiator has tubes running the vent up to the frame rails.
I bet Stellantis saved 5 cents on rubber tubing on my truck with those stubby vents.

The vents are short on all of them. They’re Gore membrane breathers. Unless there’s a hole in it air can get through but water can’t. It really doesn’t matter if they’re submerged.

Don’t go straight from blasting at high speed to completely submerging them (rapid cooling) and you’ll be fine.

That said, I’m still a fan of extending them higher up.

Allegedly, even with flashing them from hot to wet they stay sealed. I'm generally not moving fast enough for it to be a concern, but I've been in water up to the tops of my headlights and haven't noticed any issue yet. I'm about to do diff service here soon, so maybe I won't be so lucky, but I've got faith enough.

That said, I will be re-routing them this summer or next most likely, just as a "in-case" for longer trips.

The breathers themselves will stay sealed, but if the temperature change is rapid enough and the axle is submerged it can pull water in through the seals.
