Need help with fuel

I just bought a 2019 bighorn with 6.7 it has been dpf deleted. Truck surges at idle and comes up says service electronic throttle body. Took batteries out had them checked. Cleaned cables unless there is a hidden ground somewhere. Unplugged the fca at back of fuel rail truck doesn’t start. Has had the recall done so it has a cp3. When idling command fuel pressure is 5300 and it will spike to 10k or so for a second then go back normal

Fca is on the back of the CP3-ISB21 not the fuel rail.
