Low power, pulls boost

I have a 2022 3500 deleted with 200k that started giving me problems. The issue started while towing, it would boost fine and hit some type of cut and boost would fall to 10 pounds and cap. The issue would clear up after 40-50 miles and be fine until it hit that cut. I thought I was my actuator sticking as it got to the point where I had to roll off and on the throttle multiple times to get the stock turbo to spool at all. I replaced the stock turbo with a fleece cheetah but the power issue continues, turbo won’t boost more then 10-13 psi.
 
Clean the MAP sensor
I cleaned the map sensor, changed the fuel filters, ran a gallon and a half of seafoam through it. I went and clear all the dtcs with my scanner and it wouldn’t boost at all. I drove it like that for about 100 miles with no improvement. I disconnected the batteries and it went back to boosting 10 psi. I went back and deleted the dtcs again and sure enough it went back to no boost, disconnect the batteries and back to 10.
 
Just to be clear you cleaned the sensor in the intake horn and not the one in the air filter intake piping, correct?

Yes the one on the driver side
 
Ignore the p2509. That’s from you disconnecting the batteries. P0601 is pcm internal. Dealer reflash may fix it. P0087 is fuel rail pressure too low. Could be anything
 
What gets me is the truck runs fine except it has no power, goes through the gears like a turd
 
I’d get with your tuner, see what they have to say. I’m out of ideas.
