Issues with '19 4500

I bought a '19 4500 today. I intend on installing a gooseneck/utility body for my business. Incredibly clean truck. I bough it very right, but it has a few issues. Electric mirrors and front windows don't work. Probably a switch. Very little heat. Will top off the coolant and try it. Here's the two issues I need help with: The dim headlights don't work. When I first looked at the truck, they would flash on and off, but now won't work at all. Brights are fine. Also, the Electronic Throttle Control light came on, then a bit later, the check engine light came on. Haven't had time yet to hook up the code reader. Any ideas on those two problems? Also, a bit more ticking in the engine when hot than I'd like. Miles are 94k. Hope the lifters aren't the issue, but if so, I'll fix it. Thanks for any help.

I'd check the grounds to the batteries and engine/frame. That seems like a lot of random unrelated electrical nonsense.

Also check all the fuses under the hood in the main box push them all the way in 19 and up are known for this issue both my 19 and my 22 we’re not fully seated.

I did push all the relays in. Dims then came on, but later were flashing on an off again. I'll pull and inspect the relays next. Might have a bad one.
