2019 Adaptive Cruise Surge

@CTF2019 holy crap... your suggestion was absolutely ace!!
Had the TSB done earlier this week... just drove down to Miami and both CC and ACC held speed with ZERO surging.
Braking and acceleration are still a bit aggressive for my liking, but easily enough to work around.

I will post a sticky on Cumminsforum with fix, and maybe @Brutal_HO can do same here?

Would be nice to post it here as a "known bug fix," so those with same issue and no resolution can finally get their's reflashed. Seems like it effects every 2019 with Adaptive Cruise.

Adaptive cruise in all vehicles uses the brakes to hold speed. It would be nice if they'd downshift first instead, but as far as I know no manufacturer does that.

Pretty sure it applies the trailer brakes when towing as well. I use regular cruise when towing.

Cruise It also uses the EB on diesels and will downshift. IOW, it will use both. I've found that it does favor the EB.

Well thats nice. I wonder if the downshift on descent is a feature of the AISIN. My wife's VW will downshift going down a hill if you tap the brakes, so maybe the AISIN is the same way and the ACC hitting the brakes triggers it. Or it could be a feature of the EB.
