This is a little late but thought I should post an update to this. Dealer tried to free up but could not so they ordered a new seat belt assembly and replaced. The work was done a few months ago and has been working as it should.

Shoulder height is as low as it will go.

The front passenger seat belt is fully retraced and will not pull out. Dealer wants me to bring it by so they can wiggle it free, the little research I've done says its a solenoid latch, not a traditional mechanical system. Anyone experience this, how did you get it fixed?

This morning my truck had a dead battery, no lights, doors wouldn't unlock from fob...nothing. I had to use the key from the fob to open the door. Once I hooked up my jump pack, the lights started flashing, and the horn started beeping until I hit the start button. It was sluggish to start...
