I bought the plug. That way it's just as easy to pre-fill the new filter before putting it back in.
If you are pre-filling, make sure you do so (slowly) into the outer filter ports. If you fill the inner, any contaminants in there are going straight to the engine.
Shamefully, I haven't checked on the CTD, but most engines will crank no-start if you hold the pedal to the floor and run the starter. A few no-start cranks should "pre-fill" the filter.
