2021 Ram 2500 with ~ 24K miles. Check engine light on and took to dealer to diagnose along with getting the recalls done. CEL was code P0299 and dealer said turbo was binding at low speeds. Brand new turbo installed. Anyone else have this issue?

Probably the vanes or actuator? Not too common on a young truck.
