In 10K miles it cost the 4 tires after rotation, if not failed inspection?

Reading into it a little, if you ran 10K without rotating or having the alignment checked and the tires are worn badly enough to fail inspection, I doubt the dealer would cover it and it's certainly not going to be covered under the bumper-bumper warranty as it is a wear item. For an HD truck you should be rotating every 4-5K. Tires also carry their own warranty which would exclude any vehicle mechanical related problem.
The HD trucks come with Firestone Transforce which are considered by most to be an inferior tire. Consider it an opportunity to get something better. Plenty of threads here and a few top contenders if you take the time to look.
