Sanity Check - 2500 Bed Rails and Rear Cutouts

For whatever reason, I only noticed last night that the rear of the bed rails have the cutouts "open" whereas the front ones are still in place. I looked at the websites of a couple of dealers near me and its *seems* that is how they come (covered in the front, open in the back). But, it was difficult to tell from the pics as they are not showcasing the top of the bed rail to prospective buyers, LOL.

Do the rear cutouts come open? I'm not overly concerned as I have a topper on order. If covers/plugs exist, I'll put a couple in just to prevent any water leaking in the bed.
