2020 Ram HO On order

Since the trailer brake is applied regardless of trailer connection I wonder if you even need the trailer for the test.
Maybe just a dummy 7 pin plug you can stick in to make it think a trailer is hooked up

Correct, Tapatalk and the mobile version of the site do not show forum sigs.

If I see a Tapatalk user sig in the message body, I typically include needed info. No way to tell someone is on the mobile site AFAIK.

It looks like the trailer brake is applied with no trailer when you press the brake pedal, but not when you have the exhaust brake engaged. So to answer my own question, you do need the trailer connection (or at least without a trailer there's no in-cab evidence of trailer braking when exhaust brake applies).
 
I checked what I could today and with ACC enabled, the trailer brakes are showing in the EVIC being applied as well as exhaust brake if enabled, all with no trailer connected.

I didn't have a descent steep enough to check it with regular cruise.

So to answer my own question, you do need the trailer connection (or at least without a trailer there's no in-cab evidence of trailer braking when exhaust brake applies).
I did the same test today on my 130 mile round trip to Vegas while doing a 35% dpf burn off running 103mph on hwy 106. It made absolutely no difference if cruise or acc or tow haul where on or off. Whenever I put my foot on the brake pedal the trailer brake %% gauge would register my braking psi, but no mater what scenerio I ran, every single time i roled out of the throttle and exhaust brake kicked in, no brake psi %% would register in trailer brake gauge. Now maybe if i were plugged into a trailer it would do something different, well see in a few weaks.
Fyi: wife was texting with oldest grandson was how I got away with the 103, she about beach slapped me, when I told her, she said we were just riding so smooth in this tank I never even noticed.

Today I obtained the same results as you. I will have a trailer connect in a couple of days to verify that having a trailer connected will not operate differently.
