Good Diesel shop to work with in Western Washington? turbo/actuator issue

My buddy's truck is having issues with the turbo. He's getting a code and sluggish performance intermittently, that goes away sometimes if he shuts it off and restarts. Just curious if anyone in Western Washington has a shop they recommend. I think it's a 2015 with about 100k on it
