Overfilling is putting in more than 100% of the tank capacity.
The ultrasonic sensor in the tank needs a little room to accurately reflect the volume.
There was a software bug where overfilling would "hang" the gauge reading at 100% all the way to empty. Overfilling also contributes to early failure of the vent valve which is one of the components replaced in the TSB.
As to the dealer's claim that it shouldn't be filled over 75%, that's utter BS.
Straight from the TSB, and there's nothing anywhere in any literature that says not to fill to 100% full.

P.S. It's not a recall, it's a TSB. Repairs only performed when there's a problem/customer complaint under warranty.
