My brake control display (set up on dash). Is reading brake pressure even with no trailer connected. Is this normal? It was not like this on my '13.

My '19 does that too. My '15 did not. I think it's normal, but I did like the way it worked before.

Brake pressure? Or are you referring to brake voltage (gain)?

Yes, brake gain, that is controlled by pressure on the brake pedal.

Yep, same for the LongHorn. Once you have the brake controller configured, it'll always display the amount of presure on the brake pedal as a percentage of the gain you've set. No trailer req'd.
