Coming from a 3rd Gen, I'm very familiar with the rust that then-Dodge was known for.
I was tempted to order a new Ford Alumi-duty just to avoid the rust, but I really wanted another Mega Cab.
Previously it was known that Dodge had a sort of adhesive foam type thing between the inner/outer wheel arches, causing it to rust from the inside-out.
The cab corners and rockers were also quick to rot away.

What steps and changes have been made in the later model years to address rust issues?

I had problems with a previous Ram from the 2000-2008 era. I've got two 4th gens now, a 1500 and a 2500, neither of which is showing issues. Don't know what, if anything Ram did, not like I'm going to take apart body panels to see.

The foam is still there. If you reach up or look into the inner fender well there are holes that allow you to rinse the pinch weld out, but also it allows dirt in so... If you have fender well liners they may block them, not sure. Your best bet is fluid film the hell out of all cavities including the rocker panels. Cheap tape covers up those holes.

Probably not much. Since you are in PA, I would recommend a yearly application of Fluid Film/Woolwax. Extensive underbody washing is critical in the Spring.

I have a 2017 Ford Explorer that is provided to me from work. The aluminum hood/tailgate is already bubbling and the paint is flaking off. I believe it is a manufacturing defect on the Explorers or something. This is a reason I am looking at a Ram HD over a Ford HD.

PS here’s a post I started a while back on the subject.

Also Check out the product called salt away if you are going to drive in the winter.

The hood of my '14 (aluminum) was bubbling as well. I just had it fixed. It goes in for oil spray today.
