Vacuum sound under hood and will not restart

I have a 2020 ram 2500 cummins. I just had the CP4 pump changed out to CP3 with only having 27,000 mile on truck. I drove it for two days now and when I got home the truck sounds like I have a vacuum on under the hood with a burning smell. The truck did not have a check engine light on when I turned it off and will not restart. If anybody could help with what might be going on that would be Appreciated. I also pulled both negative post off and when I tried to reconnect they Arced bad so high current draw.
 
Strange problem, tough to diagnose over the Internet for sure. Do you have dual alternators by any chance? Or if a single sniff around it to see if that is the source of the smell? I’ve heard alternators make a similar noise when they crap out, if you have the dual alternator package I believe one has to be fussed with to replace the CP4 out.
