Side to side rails in cargo bed - ID please

Does anyone know what these rails in the bed that run side to side are for?
 
That's for mounting a 5th wheel hitch receiver.

Thank you. It just seems rather flimsy for such a demanding application. I’m not sure what the previous owner was towing though.

They are bolted to the frame of the truck and are plenty strong enough to haul 5th wheel travel trailers.
