Seat and Steering wheel heat auto function

Can the cold start cabin temperature threshold be raised to cause the seat and steering wheel heater functions to turn on? It seems like about 40 degrees it works but not much warmer than that.

I have not seen anything in the manual which allows for temperature to be adjusted up/down from 40.

I was kinda wishing I could dial it down to the freeze point. Alas, there is no adjust and it is what it is.
