Screw mounts to front fold down seat? What is the hard form underneath?

I need to screw mounts to the fron of the fold down seat on my Tradesman. In front of the cup holders. What the heck is under the cloth and padding? A sharp drill bit would not penetrate it. I cannot imagine it being metal. Thought it would be plastic or maybe a composite wood form.

Just need to drill a 1/8 pilot hole for 4 screws.
 
you sure you are not hitting a screw? feels like there are 2 screws under the padding on mine.

I purchased from the below site many years ago. New truck need more mount points. I am simply making a metal bracket formed to the cupholders to the outside of the center console. I will use velcro to hold the bracket to the inside of the cup holder should I desire to remove it. The mounting portion for the clip goes on the outside and the 'clip' attaches to the object being mounted. For me it is my cigar ashtray. There are less cup holder in this truck so I am adding places for 'accessories' that used to reside in the cup holders.

Never heard of that. Not a bad idea. I'm in planning stages for vhf and 11m radio installs so I'm exploring object mounting.
