question on pigtail plug type

anyone know what type of plug this is? it is the license plate light plug and was hoping to find a female with leads. which is the hot wire? assuming not black but ya never know.

Easiest way to determine which is the positive and negative is with a multimeter.

too hot to stand outside at the moment. a few folks around here have knowledge on wiring, so they may chime in. I'll check this evening once it "cools" off
