Plastic Knock Out - Rear Bumper

Does anyone know what the plastic knock-out is for on the rear bumper to the left of the license plate? I'm considering making that hole larger to mount a plug that I'll have attached to a cable for the block heater.
 
No different than an extension cord.

I've lots of length between my house panel and where I plug in my block heater and charger cords.
No, I get that.

I’m just saying that taking the time to run the required wiring along the frame up to the block seems like a lot of work for something that can be accomplished with an extension cord on the ground (that you’ve already got out anyways).
 
I almost always back into my driveway(s) and pretty much every time I park. My thought is if you forget to unplug the connection it will unplug itself with minimal to no damage.

I always have to loop the cord over my drivers side mirror, or else I will forget to unplug it with absolute certainty, so I get that.
