MIL not steady on test

Another question from a relative newby. I called the local dealer about this and they're clueless........surprise. According to the OM, when you turn the truck to run but not start it, the MIL should come on in a bulb test. If after 15 seconds it begins flashing for 10 seconds and then remains solid again, this means that the monitors in the emissions system are not set and you would fail an emissions test. My truck has done this from day one, almost a year. I am familiar with this in my 2013 Jeep Wrangler as I have battled this numerous times. My question to the group is, do any of you have an MIL that remains steady throughout the test, until you either start it or shut it off?
 
My engine light stays on steady whenever I am in run until I start it. It never flashes and it never extinguishes.
 
I have never noticed my flash either that I have noticed.
