Engine surge while using cruise control

Has anyone else had an issue when driving on a flat road with a tailwind while using cruise control (either adaptive or regular cruise) that the truck will have a small surge every 30 seconds to a minute.
I commute an hour to work everyday and when I’ve got a decent tailwind the truck engine will surge. It’s more noticeable when driving between 105 and 115 km/hr. I can watch the instant economy change along with the boost fluctuate when this surge happens. It only lasts maybe a half second, but it’s like someone has pressed the accelerator.

I’ll try to post a video showing what it’s doing. Of course the dealer is no help and says there isn’t a code, so they can’t do anything.

Mine has done it since day one...
Both ACC and the normal cruise as well... neither maintain speed and yeah, no code so dealer isn't particularly helpful.
 
I forgot to mention my truck is a 2019 2500 diesel. My dealer said they’ve been told by the mothership that it has to do with the truck doing small regen cycles under light load. I don’t believe that for one second. It will do this for 30 plus minutes at a time, or until I change direction and the wind isn’t at my back
I was hoping others would comment or have something to say or what to look for.
 
While I had no symptoms, they just did this recall on my truck. It may not pertain to your problem, but the recall does say it improved cruise control.

Well.. it looks like the 6.7 folks may have a resolution with this TSB.
I'll just keep having the dealer annotate the issue...
