Anyone seen a dealer that sells a set of light bar brackets for in front of the intercooler but behind the black grill? I've seen a few 2019-2023 trucks with them but didn't get a chance to talk to the owners. Maybe they were custom made?

The dealer/Mopar doesn't make anything like that.

I went with M & R led lighting and have a light that fits between the grill and bumper. I purchased a 30 inch light that has two options amber or clear. The light has one ground wire and two hot wires.
 
I have the cjc lightbar brackets with a rigid 20in lightbar. Brackets work great.

You want to reduce the airflow to the intercooler?

I know some say it doesn't matter, but it makes me wonder why Ram engineered the vents in the first place.

You make a good point. I really hate the light bar attached to the bumper, looks really ugly so I was hoping to hide it somewhat. I actually saw a truck with 2 light bars stacked in there. I wish I could have asked him about issues. I wonder if people that put on aftermarket bumper with no opening there have issues.
 
No issues with it blocking the intercooler. Pulls a lot of air from the dams below the bumper as well.
