Cummins won't rev until it's warm

I have a 2019 Ram 2500 crew cab, short bed with the Cummins w about 70k. My morning routine is to remotely start the truck, put on my jacket and walk outside and get in and go. The last few mornings the truck would not rev above idle speed when I shift into drive. Never had this issue with any other diesels I've had. I usually just pull to the side of my street let it warm up for a min or 2 and then it works fine. Anyone have this?

How cold is it?

Fuel gelling?

Cold enough the truck limits rpms to protect the turbo?
 
mine does not limit rpm, even at 10 degrees Fahrenheit

They will all limit rpms in extreme cold. I’m trying to find the chart, but not having much luck tonight. Found the TSB that reduced the rpm limit from 1200 to 1000, but it doesn’t mention the coolant temp associated with that.

I’ve not yet noticed the rpm limit in my 22, but I did on my 5.9. I was in -35°F last month, but was plugged in so there wasn’t any rpm limiting but the trans wouldn’t go into 5th or 6th for a few miles.
 
it doesn't get too cold here in southeastern PA, maybe in the 20s overnight. But it has been cold for a couple weeks so maybe the truck isnt warm enough? Never had that happen in years past

That's not cold enough for the ECM to limit rpms.

You could have improperly winterized fuel and it takes a couple minutes for the fuel heaters to get it flowing enough to rev. Has this been going on for more than one tank of fuel?
 
I just put in fresh fuel Sunday and it hasn't done it since. I'll check back if it happens again as it's supposed to continue to be super cold all week. Hopefully you're right and its just a bad tank of fuel.
