Banks intake horn , soot?

Has anyone seen this issue? When I touch and feel the substance between my fingers it disappears as if it is soot. I does not feel like any oily substance contrary to how it looks, any thoughts?

Looks like a boost leak. Can you remove the heating element, clean it, and reseat it?
