I was thinking of doing that, but I didn't want to mess with those fairlead bolts at all. The bumper is actually quite thin, so it didn't really bother me drilling the holes.

Yeah, I have a MOPAR one on order, but I put in the basic one from O'Reilly's and it works much better than the HEPA for now.

Apparently, it was the HEPA cabin filter I put in a couple weeks ago. I pulled it out and it immediately increased the flow. I hadn't even paused to think that it may have been the filter, since I had just changed it. I'm going to get a non-HEPA one today; hopefully that fixes it.
